According to the report, the driver of a tractor-trailer was traveling at a speed of 78 miles per hour in a construction zone where the posted speed limit was 50 miles per hour. The driver failed to slow down as he approached slower-moving traffic ahead, causing a chain-reaction crash involving eight other vehicles.

The impact caused several of the vehicles to burst into flames, trapping some of the occupants inside. Despite the efforts of first responders, 10 people lost their lives in the crash, including nine children.
